You can get away with not welding the plate back on the bumper (just cut it off and leave it off), but if you weld it back on and then spray paint the whole assembly it would be very hard for an insurance adjuster to tell that it wasn't stock.
Also no need to tack weld it while it is on the car. Just install it, line everything up and mark it. Take it back off and bolt it together using the marks you made for alignment. Take it to a shop and have it welded on.
