track beast in japan, bet it's light
what do you mean purpose built? do you not thik he had a purpose when he stripped every bit of weight out of the car and bought carbon doors, uprated everything and built a new 2.2 engine? i think the purpose is time attack. just because it's not built by a company dosen't mean the thing cannot shift
it's just been stripped of it's interior. i think the front wing is for downforce purpose rather than looking good

Personally that front end probably causes so much drag it doesn't make up for in downforce (or looks). If you are going to go through that much trouble for time attack, you'll put in weld in cage instead of showy c/f doors and a bolted on cage that doesn't do much. The harness would be hacked up. Plus the whole car is too clean. Looks like he drove it to and from a shop and local car hang out spot then his CC bill came in.
Also, you wouldn't do the "single wiper conversion".
Then again, I could be wrong and it came in top 3 during some event. I just don't think it ever did.

if you scroll down, youll see it was made for time attack
for the lazy:
Although it didn't run, the stripped-out time-attack Evo 6 built by Bozz Speed was attracting a lot of attention. Hisada-san told us that he built the car for a customer and will be returning to Tsukuba this week to set it up and put down some times. His Evo 9 (next to the Evo 6) did a good job of going under the 1-minute barrier recording a 59"787 lap, again a street tuned car.
heres another example of a time attack car with additional frontal downforce
