I have a Evo IX and I want to still with my stock front bumper but want a wider fenders. Does anyone make widebody fenders with the stock front bumper? And how wide of a tire car I go with with a wider fender? Do I need spacer what offset? Looking to run 19s on street and I'll have something else for racing

Youre way over your head. Tire size will depend on how wide your go, offset and spacer requirement will also depend how wide you go, what style wheel you do. All of this will depend the look you want, retarded wide with retarded wheels? lots of meat? Do lots of research.

Look at the B-Magic fenders they are 35mm wider and look stock besides being wider.
