It is actually oxidation of the paint. had that too when i first bought my car. i bought this cleaning solution called Clay Magic. its about 20 bucks. what it is, is a lubricant you spray about 4in by 4in and apply enough pressure with a left to right motion or up and down until spots go away. i usually do this to the whole car once every 2 weeks. it also will pick up stubborn bird crap, and acid rain spots. hope that helps you out.

Just get a clayber system...it'll get the oxidation out; but doing it every two weeks is unheard of ...it really only has to be done every 6 months to a year.

what can i say. i'm a clean freak. my car never got dirty. if you have an evo, ferrari, or porsche you want people to know i take care of my car. clay is also a good remedy for tree sap, which is a major no no for paint.
