Driving to wrok this morning and rear tire blew out. Looks like someone took and knife and and cut the inner sidewall. The recently lowered the car, and may have bottomed out a few times, but it doesn't look like there is anything under the car that would come in contact with the tire?

Any suggestions on if it may be tire malfunction or or bad mount? Which angle should I take?
