IIRC stock evo 8 wheels are 17x8 with a 38mm offset...

The wheels I want (work emotion cr kai) are 17x8 with a 32mm offset...

Does this mean I will have more clearance for the brakes, or not enough clearance?

It's hard to tell the effect on brake clearance based on the offsets alone, since that depends more on the wheel's spoke design. Your best bet is to see if anyone else here have the same type of wheels, with a similar width and offset.

For 2 wheels with the same width, the one with the smaller offset will stick out more than the other (closer to the fender).
