quick question about ray's valve stems

quick question about ray's valve stems
I have a set of Volk wheels and they came in the box with the valve stems but they were not mounted on the wheels
the valve stem has a rubber washer on the bottom
so after inserting that through the wheel...there is a metal washer and two nuts
I would assume the the washer goes first then tighten the first nut and the second nut is basically a means of reassurance that they stay tight against the wheel?
I ask because two of my wheels seem to be leaking air
would it be necessary to apply locktite to these nuts or should hand tightening them be enough?
when I gave them to my tire/wheel guy to have tires mounted he said there were no issues
again these are official RAYS valve stems that came with the wheels
any advice...preferably from someone who has these valvestems
