I am lost in the world of Wheel and Offset Sizing

OK, so I wasn't going to start a thread but I have read everything and still cannot come up with a clear answer.

I plan on running running Muellerized JIC's before I get my wheels and tires. But because of the wait time for some of these wheels I want to order them now.

Ok so I am going to be real picky here so bare with me.

I want to run a Volk RE30 or a CE28N. Only problem is I want them to have a bit of a lip to them. I love the way 18x9.5 +28 looks but I have heard you limit your suspension travel with that size, it also requires fender work and neg camber. I am not worried about the fender work just being limited to my camber and limited travel.

What size wheel do I run to get a good lip on the RE30 or CE28N without neg camber and limiting my suspension travel.
