E brake...need help!

ok so i havn't driven my Evo in a lil over a week and my E brake seems to be stuck. when i disengage the lever it feels a lil sloppy...i took the arm-rest console off and it's nothing to do with the cables inside the cabin....is there a way to manually disengage it at the wheels (or anywhere else)???? any help is greatly appreciated!

Water in the e-brake and freezing temperatures could be the cause. The fix then is parking in a heated garage.

If that doesn't work then it is time to get out the tools and visit the e-brake mechanicals.
