Need help

So I got a set of Volk CE28s with some crummy kyokugen open lugnuts on them.

I went to a shop to have my tires rotated, but the nuts seemed to have rusted and wont budge at all. They broke the key that came along with the lugnuts.

I went to a couple of shops and some of them told me that the only way to take them out is to torch them until they are hot enough to break. But that would cost a lot for labor and might damage the rims too.

So any ideas on how I can take them off relatively cheap and without damaging the rims???
