I think there is a better set of bilsteins you can get that are stock style. But I could be wrong. I just swapped my stock MR susp. for the new DFV Ohlins. Not in the $1200 range, but the ride on a street friendly setting is amazing. If you can spend more, this is the best coilover setup I have ever been in on the street. However that is not why I got them and using these exclusively on the street would certainly be a waste, but I digress.....
In the $1200 range I would suggest MR or similar style setup w/ good springs. I was very happy with the stock MR susp. on the street.

You can get the biltein HD shocks or the Ohlins fixed perch shocks. For the money, I would get mr or hd struts. And dont assume that the mr struts are not good. A lot of the most repsected vendors and suspension tuners speak very highly of them when matched to a good spring.
No, but sometimes people have a habit of making general statements in order to simplify the market and it is misleading for others.
If you do your homework, you can quickly begin to find out what is worth spending your money on, and what is not, and what your needs and choices actually are. Your question is vague and your requirements (other than a price limit) are non-existent... you'll need to provide more information if you're going to want to get useful answers.
