Need help with passenger axle

Need help with passenger axle

After installing my clutch I started putting everything back. Got done with the driver side axle with no problems at all and then started on the passenger's side. When I push in the axle all the way it doesn't lock up. I can pull the axle and it opens up about half an inch, but won't come out unless I pry it out. Has anyone dealt with a problem like this before? I checked the c-clip on the shaft of the t-case and it looks fine in my opinion. Can the shaft be in too far in the t-case? Any ideas would greatly help, thanks.

Here is a pic of it when I pull on it. It stops there and won't come out unless I pry it out.

The steel ring comes off about half an inch exposing the rubber gasket. Is that normal? Anyone?
