what are you guys using for offsets on your 18 in rims ? what kind of rim and how much did you pay?

offset doesn't change just because wheel DIAMETER changes. If you change WIDTH, then you will need to change your offset, usually equal to half of the rim width difference. For example (and this is JUST an example since I do not know the evo specs) if you have a 17x7 rim with a 42mm offset and you move to a 17x8, the rim is now an inch wider, so you want your offset to be about half inch more, which would make it about 44mm now. Did that help at all? If not, wait for some replies of people who have actually put different size wheels on their Evos.
