Evo 8 wheels not centering like Evo 9 wheels?

My stock evo 9 Enkei wheels center perfectly when mounting. I bought a set of stock used Evo 8 Enkei wheels. The previous owner had somehow bored out the lug holes and installed seats so that acorn style lugnuts could be used. I've got Dunlop Star Specs on them and bought some acorn lugnuts. The wheels don't center when mounting, but for the most part get centered when you hold them centered and tighten the lugnuts. I still get some vibration over about 65mph, even after I've rotated and remounted a couple of times. Are the evo 8 hubs different than evo 9 hubs? Or did centering rings come stock on the 8? Hoping to find out what type of rings might help solve this.

Agreed. There is no way to ensure they are properly centered if the wheel has been tampered with.
