Tire/wheel sizes

What is the difference between these two tires?
Is there a performance difference?
What does the number before the slash mean and what does the code after the slash mean?
215/45zr17 225/45zr17

25.0" in diameter
8.8" section width

215/45-17
24.6" in diameter
8.4" section width

The number after the slash / is the profile of the tire. It is equal to a percentage of the tires width. For instance, the 45 in 215/45 means the sidewall height is equal to 45% the width of the tire.
