Specifically an Evo VIII. There is a guy selling a set of 17*9 BBS RX wheels. Specs are 5x4.5" or 5x114.3mm +28mm offset. Would they fit?

they will fit.........but u will have some fender rubbing issues as well as back spacing issues. aka when u turn lock to lock the tires might hit the inside fender well.

best size to go with if you dont want ny fender problems but the biggest size, is 17x8.5 with nothing smaller than a 35 offset. and with a little fender rolling u can easily run 255 size tires

 

The offset does seem a bit off. What is the center bore of the wheel? If thats not right, or if you dont have the right centering ring, there can be vibration issues.
