the boost drop is probably the stock turbo / boost controller/ wastegate. All stock evo do that , i dont think it is a leak john. My brother x make 350hp/350tg similar mods to u minus downpipe and wastegate actuator. max boost is like 25psi droping to 19psi up top.
If you install an EBCS and upgrade the wastegate actuator then you can hold a couple more psi at the top but it's probably not worth the money...the turbo just doesn't have that much breath.

That varies with the quality of your fuel. Usually 25-26 and tapering with 93 octane but you can go 29-31 on E85. The stock turbo will only spike to 31 at low rpms and then taper very quickly...which is why my tune is 29 tapering to 18.

Could be the WGA? I had the same issue, boost leak tested the system (which ended up damaging the turbo) and found nothing. Last thing we think it may be is the FORGE WGA. In my situation we figured out the boost leak was present by data logging as well as during the tune the need to run far too much duty cycle to keep the turbo making boost up top.
