Installing fog hid = fail

WEll first off I couldn't get the HID to work, so put back on my OEM FOG and it still didn't work any either?

Sounds dumb but what about getting a buddy to install them, see if you did something wrong.

What about the earth / ground connection?

flip the pins in the hid balast connector.

This. Your plugs are most likely installed backwards.
