ECU re-flash vs. dyno Tune

I know its better to have both but with people who cant find a dyno Tune, is re-flashing the ECU, without a tune, safe? Of course having both would yield more power but how many "pro" tuners out there would suggest getting a dyno tune after a ECU reflash? the reason why i ask is because i just got my ecu re-flash but since the dyno was down i couldnt get my car dyno tuned.

They're the same thing, all a dyno tune is, is an ECU flash that is tuned for the best power curve. If you want to pay for the extra dyno time to get a custom job done then go for it, but usually the generic tunes that shops have for the mods you have are fairly accurate. But a custom tune will always be better.
