explain effective compression??

explain effective compression??

I was wondering if i took two identical cars with a 9:0:1 compression running 15 psi of boost on a evo x turbo that would put their effective compression at 18.18. Now if i took one of those cars raised the compressionto 10:0:1 and reduced boost to 12 psi that would make a effective compression on 18.16. now with everything being equal those two engines will generate the same power correct?

What i'm getting out is since i run a lancer gts 10:1 compression how is it i am limted to a 11psi setup when a evo runs 21 psi with 9:0:1 The evo's effective c/r is much higher running in the 20's verses my car running 17.48 c/r. If i run the same tune and cams as a evo why wouldnt i be able to run the same effective compression on pump fuel? If it the head and piston design that limits me ( not the compression )???
