There is even a shop who raised their rev limiter to 8,600 just to stay in 4th gear over the finish. It was over 120mph. SO if they are staying in 4th at 120mph, I think you are safe at 106mph.

EcuFlash can raise the rev limiter, removing it completely would be reckless. I've seen reports of valve float with rev limits set as low as 8200 and other cars that have occasionally turned 8500 with no problems yet. Every car is going to have slightly different thresholds but in general raising the 7600 rpm limiter to 8000 "should" be ok. There is always that case where you have a Friday car and it just isn't quite as good as the rest.
To safely run 8500 RPM's I would have stiffer valve springs and titanium retainers installed when replacing cams. When doing a complete engine build you can replace Rod bolts and balance other internals so that 9000+ is possible. I'm currently running an 8000 rev limiter and so far haven't had any issues but consider it one of those things done "at your own risk". If your car isn't tuned well and you are constantly bouncing it off the rev limiter, something will break sooner or later.
