Looks like a scrutineering certification for WRC or some sanctioning purpose.
Basically, a notarized/official certification of the technical specifications of the car.

 

It's is what japan automovile federation needs to present to the FIA (automovile international federation) descriving the car, every single Mod done in order to make it a Rally car.

the second one is even better, is a fully description with photos. funny, now i know from were some guys have taken some ideas. lol
