i know with the stock setup you can adjust the wastegate and it wont taper as much. Not too sure if that will work with your setup though.

The only true answer to this question is turbo upgrade.
The stock turbo cannot make and then sustain 28psi to the rev limiter, period.

I am tuning a FPRed... tapers to 27-28 PSI by redline. Even with 3 port solenoid maxed out Kelford Stg2's. Full cutout in TP. All other supporting mods.

my 8 with fp red taper to around 25 too with the hallman bc. After installed greddy profecB, problem solved.

my 08 X with stock turbo redline at 25psi then taper to 20psi, not bad for stock turbo. Gotta be from the greddy ebc.

Upgrading to a very stiff WGA spring would help a bit (might also cause boost spikes) as well. Upgrading to a EWG would help a bit and a tubular exhaust manifold should help that.

Otherwise, I say your best bet is to upgrade to a 3 port solenoid to hold more boost up top.

boost controller is not going to be able to change physics, so I'm not sure why you guys keep recommending an ebc like it's some magical device.
