Boost leak check - You've already done this

Soapy water test on all IC piping - If you see bubbles, there is a leak.

Check all vacuum lines

Check MAS sensor

Check PCV - It's a 2008, so it shouldn't be bad. It's just a good idea to check it.

Check BOV for broken diaphragm/leaks

Check throttle body/clean throttle body - You've already done this.

Check Cat

If all else fails:

Check air filter and replace if needed

Install boost gauge and watch the readings

Check clutch master/slave cylinder and ensure the clutch is properly engaging.
After a long battle, I think I am making some headway. I decided to begin an all out cleaning of the intake system. Started with the pre-turbo pieces. MAF cleaning and reseating all air cleaner/piping leading to turbo. I got as far as the MAF and also did what I believe is the MAP sensor on the intake. This seems to have worked as the surging idle has just about disappeared.

Did this ultimately rectify the problem? I'm having major issues with this currently after my build. I thought it was oil pressure...but it seems to idle fine from time to time.

You are wasting your time, it's a problem with the stock map, the problem is that the computer switches idle tables and the car cannot keep up with it, resulting nj surging idle,
I've personally had this issue with a off the shelf Cobb map and modified it myself to fix this issue. Ask any evo x tuner.
