Can someone tell me if you literally just pull on this piece and it's supposed to pop off? Or do I need to unscrew something? I want to remove it to paint the silver trim white. Anyway I can go about this?

how do you guys recommend painting that trim? Tape? Paint? Dip?

Wrapping it would probably look the best and hold up well but you'll have to be pretty good at it given the contour. I'd probably just go for a high quality paint after a lot of prep and an adhesion promoter for plastic.
