A friend of mine has a CX4A Sportsback lancer petrol CVT model (Australian Market car, 4B11 engine).
It's developed a no crank no start issue out of the blue.
Turning the key to the start position results in the buzz of what I assume is the fuel pump, but no solenoid kick out noise, or attempt to turn over.
Checked all interior and engine bay fuse box fuses and fusible links, all tested good. Battery is also fine (Swapped out with another known good battery).
Gear position sensor seems good, as the selected gear is displayed on the dash correctly.
Scanning with my little aliexpress OBDII reader showed no codes.
However scanning with my Openport 2.0 in CAN2006+/EVOX mode showed one DTC - P1360.
But Evoscan gave no description. I have also been unable to find any info about that code online, or in the FSM, surprisingly.

I've seen others with these symptoms having the immobilizer not deactivate because the keyfob was not present when trying to start the car. Sadly. that didn't work for me so next step is to change they keyfob battery, then the ignition switch fuse 14 under the dash, and lastly the whole ignition switch
This isn't an evo - No fancy keyfob with push start.
It's got an old fashioned key, I imagine with an internal immobiliser chip (NFC? I'm not sure exactly how they're powered, but there's typically no wires to them).
I should also note - I've buzzed out all fuses and didn't find any burnt out ones.
I spent some time on it this afternoon.
Worked my way through inspection procedure 25 (Pg 101 of attached).
Confirmed 12V at Pin #7 of C-315 at connector side.
Confirmed continuity from pin #7 of C-315 ETACS-ECU socket side to Pin #15 of C-304 ETACS-ECU socket side.
Confirmed continuity of starter relay coil winding terminals (Also tried swapping the relay for the horn one - No change)
Confirmed the starter does indeed work when simply shorting the starter power pins with the relay removed.
Removed the transmission range switch, disassembled/cleaned and confirmed continuity across all positions Lancer 4B11 NA CVT Transmission range switch (Inhibitor Switch) continuity test.
So, all of the above leaves me with the below. The green highlighted sections are parts I have tested and confirmed okay..
Its possible the inhibitor switch was misbehaving - I need to refit it tomorrow and see if it starts for me or not. If it doesn't start.. I'm running out of ideas.
So.
Despite the owners best efforts, I managed to resolve the issue.
Went through all the troubleshooting steps described above, and was basically stumped.
Proved I had 12V where I was supposed to have 12V, and grounds where I was supposed to have grounds.
Then it was mentioned that the issue had arose after the owner had replaced the battery in the key. I informed him that the battery in the key was purely for the central locking communications, and that the immobiliser was not powered off the battery, as it was a small sealed black plastic piece that sits in the key housing seperate to the battery.
Owner then advised: "oh, yeah, a bit of plastic fell out of the key when I changed the battery, I thought it was rubbish so I threw it away"
Asked him to find the spare key - Car started straight away..
Can only imagine the confusion we would've caused at the dealership had he gotten the car trailered there for troubleshooting..
