It's HDR Photography

Basically taking 3 pictures (1 underexposed, 1 overexposed, and 1 normally exposed) then combining them and then tweaking it a bit (or a lot).

But it's very simple. If you have a DSLR, learn bracketing and combine them with Photoshop (CS5 at least). It's pretty easy, just google a HDR CS5 on youtube or something like xD
