^^ Your right, my buddy was in his M3 and snappin pics of us as we ended our mountain drive and we where just cruisin on the I-5.

you say that, but for a real good rolling shot, it's more than just slow shutter speeds. and yes i'm well aware you can just snap a shot like that without a rig, but where's the fun in that? anyway, just wondering.

Fine. Maybe a good split ND filter would help for exposing a nice sunset/sky.
But seriously, not much is needed. Mostly just someone with a camera(with manual modes) who has some basic understanding of exposure settings. Even a point 'n shoot camera these days can produce some nice quality stuff.
Of course, then there is always post processing thru PS/LR/Aperture which can make anyone look like a pro

A rig is for the outside of a car is good for shooting video. As for photography, it isn't the best method for easily getting shots. It would be difficult focusing, changing settings, and especially framing a shot when you can't physically touch the camera because of it being on a rig. And most remotes won't give you much control other than a shutter.
The 'ol' hanging out the window of a car' method is still the most reliable.
