I would remove that extra piece on the bumper. as long as it's painted underneath you will be good to go.

It's not that i can't afford Volk's, it's just to spend 4-5 times the price on rims for a car I drive everyday and have fun with deosn't make sense to me....Especially since the roads here in Toronto are terrible...not rolling on a 6-8$ rim in this city....I'd rather (and believe me I have) put the money to good use in other areas of the car
