Some Volks have narrow holes, forcing you to get "tuner" lugs. These also have the 60* tapered seat, but with smaller heads on them.
As to the other part of the original question, you absolutely cannot use what you're calling "fluted" lugs on aftermarket wheels. The correct names for those lugs are "shank-style" or "mag-type." Those can only be used with OE wheels because only OE wheels are guaranteed to be perfectly hub-centric.
