What type of tune should i go with
If i should go with getting my ecu flashed which one is better to go with? and what type of tune should i get if i have the following parts on a 06 Evo MR

What do you mean by which type of tune? A flash is a flash. The only choice is which flash tuner you prefer. There is no "type" of tune to choose from...your mods are basic, so any flash can accommodate that.
I recommend NOT buying that intake (what made you decide on an intake, and why Weapon R???), and I would add an MBC. After that, you're fine. Also, unless you just absolutely want to spend $800-900 on a cat-back that makes no additional power while saving only 8lbs, you could just get a regular stainless steel TBE for much less. Have you already bought all those parts? If not, you could save about $500-600 to get the same power (or more) with the package in my sig.

There are some east coast tuners that are well known and well respected. We at EVO-NY get good deals from them too. It's easier to get a dyno or road tune locally than to get one from someone 1~2k miles away. You can always get a mail-in from any tuner if you can leave your car down for a few days.
The only part that you listed that you wouldn't need a tune for is the turbo timer. If you actually have those mods now you really need a tune.
A tuner with a lot of experience would be able to do a pretty fair job with a mail-in, but with the mix of parts you have listed, it would be better to get a full tune (dyno+road) and for that I would recommend Al of Dynoflash.

No, you don't need an intake. That's a Honda thing. Our stock intake is very good. The mods I recommend for your IX are the ones in the package in my sig (click the link). You don't have to buy that exact package, but it gives you everything you need to have 330-340whp in the most cheap and easy method possible while using top quality parts (Buschur, Forge, Dynoflash).

You are actually near TurboTrix (great tuner) and not too far from Dynoflash (CT) or AMS (Illinois), so you have options. The Dynoflash in my sig includes a mail-in designed for those mods, but you can upgrade to a custom road or dyno tune for another $200.
