low boost normal after cold start?

seems the car keeps the boost low in 1-3 gear (like under 1 bar) pretty much until the car warms up for a few minutes but after it warms up I'll see 1.3-1.4 bar max is this normal?

also is a 1,500 rpm IDLE normal during cold start?

the idle drops after a few minutes of warming
the boost has safety features.

Um, you shouldn't even come close to boosting until the engine is warmed up. You're damaging your engine every time you do that. You shouldn't even get to the point of asking this question, because you shouldn't be boosting until the engine is fully warm.
