Odd EVO braking sensation

I'm not sure how to describe this and I have tried to search on it with no luck. I've recently noticed that my car has the sensation that a brake is dragging. There is no noise or other indication but if I take the car out of gear and roll up to a stop light the car seems to stop and not drift forward or backward.

I also notice that between gear shifts the car doesn't seem to coast forward as much as it did, like someone has their foot on the brakes a tiny bit. The brakes seem fine otherwise and I have no other audible indication of any problem. The brakes do seem touchy like they catch earlier. I have not replaced the brakes so they are original and the pads seem fine. My tire pressures are set to factory and I see no signs of a hung brake pad but I'm not sure what exactly to look for.

I know it seems odd but it just feels like the car doesn't coast like the brakes are on all the time. The E-brake handle feels normal also.

Any ideas?

I checked further and it definitely seems to be the brakes barely being on somehow. Not sure if it is a boost issue but the car drives OK for the first few minutes then it seems like after using the brakes one of them hangs barely on. If you slow the car to a stop you can literally not even touch the brake pedal as the car stops and it will stop and hold position without touching the brakes.

Could this be a brake boost issue or just a hung pad or bad spring?
