Evo IX rear plate bracket?

Evo IX rear plate bracket?

I've had my Evo IX for a couple of weeks now and my plates finally came in.

I'm looking at the rear bumper and scratching my head as there's just the holes and inserts for the top of the plate and a strip of velcro running vertically and offset to the right of center. Is there supposed to be some sort of bracket? I hate to just toss the plate on there and have the bottom rubbing on the painted finish.

The only thread I could dig up was this, which wasn't much help:

I bought one of those clear licence plate covers and put it between the plate and the bumper, instead of in front of the plate.

I took my car into a body shop to have the rear bumper resprayed due to someone scuffing it in a parking lot, and the idiots reversed the order of the licence plate and cover, so it ended up scratching the rear bumper before I noticed.

hmm my evo only has the 2 top holes... no velcro.
