IMHO its better to go with staged upgrades than directly to a turbo kit.

Do some research on how much lag you can live with or at least determine whats the maximum octane gas you wish to run. Based on simple things like that you can narrow down choices.
For example if your unhappy if your turbo wont spool up until 4500rpms then something like gt35 or gt42 isn't for you.
If you don't plan on running more than 25psi of boost you could even get away with a stock turbo
You should thouroughly research the kit threads in the recent archives first before narrowing down your choice and have a really clear idea of what sacrifices you are willing to make vis-a-vis overall drivablity, CARB legality, Spool-up tradeoffs and etc. Realizing that in California, at least, you'll probably want a turbo that'll shine on 91 octane pump gas unless you plan on using Meth/Alky or race gas.
Since you are interested in the A'PEXi and HKS kits, I assume that you are willing to pay top dollar for a quality kit. These two are higher priced kits, although I don't know anything about the HKS kit...I almost purchased the APEXi kit myself.
The APEXi kit's IHI turbo is generally considered to be more or less equivalent to a Garrett 35R, but doesn't have quite the same ultimate power potential. It is a laggy beast, with many speaking of a 5000 RPM wait to reach peak boost. As a positive....the IHI turbo is supposed to be very pump gas friendly. There have been a few cases reported of headers cracking and I think that the kit itself has been discontinued. If you shop around you can find a good deal on one. Try Buschur who had several APEX'i/IHI kits in stock at a relatively low price. I imagine that the HKS kit must be somewhat pricey too.
Living in Long Beach, you might be well served to take the time and drive over to RRE in Santa Fe Springs. They put together some outstanding turbo kits based on the HAFFE stainless steel cast exhaust manifold, and any assortment of turbos. They do 1st class install work in their shop as well.
In the end, I myself decided to stick with my stock JDM RS turbo, only adding a ported 10.5 HS and SS O2 hsg. However, if I were to seriously consider purchasing a turbo kit I would look at either an AMS 50-Trim kit for DD pump gas use, a Shearer or Vishnu 3076R-12/3037 if I wanted to run 100 octane or meth regularly, or a Buschur 3065 if I was gonna do some serious road course work mixed in with my street driving. Just my opinion.
Anytime you shop for a turbo kit you'll need to budget for some other items such as an upgraded clutch, fuel pump, higher flowing injectors, headstuds, and then you may wish to add a set of cams(VIII) or the exhaust cam(IX), and maybe a ported head, as well as an improved ECU tuning option.
BTW, what year is your VIII? If it is an '03, you may be happy with a ported 10.5 exhaust housing for your turbo. Or if it is an '04, '05 you might be satisfied with a bolt-on upgrade to either an Evo IX turbo, or a IX hybrid, such as: a TME-9, a WR-9, the TME 6.5, a BR 20g-9-5, or the soon to be released 20G-9-5-LT/EvoGreen turbo, which should be better on pump gas than the original 20G-9-5 and has much increased power-adding potential according to early track testing.
This new 20G-9-5 LT/EvoGreen turbo should reach 20# before 4000 RPM and has already launched some Buschur shop cars into the extreme low 10-teens. Due to its larger turbine wheel(LT) configuration, it produces less backpressure and lower EGT's so it should be good for roadracing. The nicest thing is that it'll bolt right up to your stock exhaust manifold and should fit under the stock heatshield. With one of these, a set of injectors and a tune from TT in Colton you'll have a killer, stock-appearing combo.

Maxing out the power on the stock turbo will give you a better base to put a larger unit onto.
