Lightbulb My New Taillights Don't Work!

My car got rear ended in a bar parking lot so I had to replace my rear bumper and my taillights. I got a new JDM bumper and the black evo IX rear tails. Thing is I installed everything and the tail lights don't work. I'm pretty sure they worked before I replaced everything and all of the other lights in the car work so I'm stumped. Has anyone had this happen to them before? Also the blinkers seem to go on and off a lot faster with the new tails; I'm not sure why this is. Any ideas? The car's been out of commission for a while and it's killing me not being able to drive it just because the damn taillights won't turn on!

One of the bulbs is dead (would cause blinkers to blink faster)
Something not connected properly (would cause blinkers to blink faster)

Double check the plugs
