Really Basic Tune Question

I see people all around the boards saying that they produced this much power and such with a good tune. I have been really not 100% sure about what a tune consists of... Do they usually mean like a SAFC type tune adjusting things with an electronic device or somthing along those lines or a mail in flash ? What exactly is a "tune" because I really would like to figure this out so I can produce some more power....

Mail-in: safer/broader tune of the ^

I understand that but what im confused about is do they hook it up to a computer and such or what, I know its a really basic question but I just wanna get it figured out ...

Yeah they use a laptop that hooks to your onboard computer. while on the dyno so they can tell the power your making, sometimes they tune without the aid of the dyno, they do it on the street, is basically a road tune, the only down side is that you dont get to see what numbers your putting down, without the dyno.
