How much WHP could I get with $5,000?

What would be a realistic whp number I could expect to get on stock 2006 9 MR if I took it to my local tuner and said "here's $5,000 how much REALIBLE WHP can we make? What mods would you recommend if you had a stock 9MR and $5k to spend?

I just spent $4200 and gained about 100hp. Peak number is irrelevant as all dynos read differently, and the only thing that matters is how much you gained.
FWIW, I went with cams, injectors, fuel pump, filter, boost controller, mapping, full exhaust, and some kind of real-time A/F and EGT gauge

It all depends. You will be paying like over 1000 in labor and tuning maybe closer to 2grand. Plus a shop will sell you parts that are expensive and unnecessary. So maybe 350whp. Now if you were to buy and install all the parts yourself with an FPgreen and meth and pay a real good tuner to tune your car then maybe you will be around 450whp.

labor - figure $70-$80 bucks an hour with about 6-8 hours worth of work - $500-$700ish (could vary just guess-timating here)
tune - $450 at Ivey Tune

this should net you anywhere from 380-400whp on a dynojet (what Ivey has)
Cheap, Reliable, Fast you pick the two. There is no such thing as cheap realiable power. Not saying 5k is not a lot of money but if you are wanting a power monster that is reliable than you want to start from the bottom end and work your way up which gets really spendy, just ask the people who have done it.
