Taillights JDM vs US
As simple as it sounds, I think it's to match the headlights. The JDM ones have the amber-colored turn signals at the bottom of the headlights (and taillights) while the upper portion has a clear reflector. U.S. regulations require an amber reflector for the front end, so the colors got swapped and the bottom portion is clear, and the taillights seem to match it.
I'm not 100% sure about that, but that's just what I think since it's not like the turn signal color choices are mentioned in Mitsubishi press releases.

I don't know if they're officially certified U.S. DOT-legal, but they have all of the legal requirements for taillights for road use in this country. Brakes emit a red light, red reflector, white reverse light, amber or red turn signal... it's fine.
