Things look like they have been replaced, missing bolts & non-oem parts

From: somewhere testing various tires, brakes, and suspensions.
First simple one - what year is the car? If its an 03/04 - at a complete stop, clutch in, rev the car to 6500. If the car stops you and starts bouncing of 5000-5500 (maybe higher) then it has been at the least reflashed to have the 2-step turned on. If its an 05, the factory settings on the 2-step is 5000.

Boost solenoid boost lines missing pills. Boost will not be working right.

I think it could be hard to tell in some cases. I traded in an STi a while ago, and no one at the dealership (even their no-it-all tech) could tell it had been modded. :-) I took great care of it though, and am very paitent with my mechanical projects...

I see you live in CT. If you're ever in the North Stonington area hit me up, and I'll help you out if you have a car. If you're still looking I'll try to help. PM me.

Look if the nuts on your cam gears have any markings if they have been removed to see if car might of had cams

Get the VIN and call Mitsu. At least 3 of the Evo's I researched before buying the one I have now, the dealership was able to tell me if it had come in with mods, or had any warranty work done. Saved me from buying an Evo that "looked" stock.
