Op, you need to understand seller situation. Anycase paypal will cover for buyer first.

Seller, I've done many private business, high feedbacks doesn't mean anything. I've sent my parts to diff address and I did ask to seller to send me to diff add too, no prob for me. I always kept the shipping receipt and always buy an insurance just incase.

Btw, private business is all about trust. If you can not trust each other, shouldn't even buy or sell.

Edit: I didn't know this is outside country. I was like ship from chicago to georgia is much faster??! Lol... Anyway I wouldn't sell or buy anything from other country. PITA!!

How could you change shipping address (and confirm that address) to the one that is outside of your residence country?

when I try to add another address to my Paypal account it gives me screen that follows, and there is no possibility to change the country. I've contacted their customer service and been told that billing address and shipping address must be in the same country and the country is selected only once when you register your account

You have an issue with paypal and your address. Take it up with Paypal.
