If you're talking about imports as in like importing a japanese spec Evo, its because of emmissions, the EPA, we are a little more strict when it comes to pollution, etc.

Imports arent legal mostly because they are right hand drive. They used to let u import cars but i guess lots of accidents were caused of this, like passing on the highway, u have to move farther over into the uncoming traffic lane to see if there is anyone there and making left hand turns, u have to roll farther out to see if anyone is coming. Also because of emissions and other little things like different glass, bumpers, blah blah blah

Basically, the RHD is not the reason for not being street legal. There are more than a handful of RHD vehicles out there on the street (like Skylines GT-R imported by Motorex).

The most important things are the crash test requirements (DOT requires 5-mph impact bumper, side door beams and other issues) and the emmissions (EPA standards).
