Help me make a decision! Evo 9 with rebuilt title

I recently sold my camaro and I am looking at getting back into an evo. I previously had an '03 and I loved every second of it. I am really looking to get an evo 9, but most of them are a bit more than I am looking to spend.

I have been watching this evo 9 for quite some time on craigslist, and recently had my brother check it out for me (I am away at school).

There are some pictures my brother took on his phone when he went to look at it yesterday. My brother said it drove fine and there were no dents/dings/scratches on the car, but he did say the car was extremely dusty and it was hard to tell.

Just from looking at the pictures, I have already found some negatives:
The hood and fenders don't quite line up right
There is a gap beneath the headlights from the aftermarket bumper not fitting right.
The rear trunk lid doesn't line up perfect (Idk if that trunk is an oem one that has been shaved, or a cheap aftermarket one)
The rear wiper arm is rusting
The mesh on the front bumper is unpainted (looks hideous imho)
The inner wheel wells are not on right
Caliper clear coat is fading on front

The good:
38k miles
pretty much stock (intake/exhaust)
SSL
It's the exact car I am looking for.

Basically I am wondering if it is worth it to buy a car with a rebuilt title for 6-7k off of book value of a car with a clean title, or if I should save up some more and just buy one with a clear title. I could fix most of the stuff I listed above for fairly cheap.

I am also wondering if anyone has any experience with rebuilt evos and could give me some tips on what to look for (frame damage, flood damage..etc) and if anyone currently owns a rebuilt evo.

WHAT SHOULD I DO?!

My brother bought a motorcycle with a rebuilt title, and when he transferred the title into his name, he was given a clear title. Will this happen if I buy a rebuilt titled car as well??

Anyone know how hard it would be to get the hood and trunk to align right? Also, do you think the dealer would replace the brembos under warranty because of the clearcoat fade? I had that done on my '03, but that had a clear title.

shouldnt matter wether its a clear title or not. If they have never been changed out by the dealership then yes your are still in the luck of being granted new brembos

I think 15k would be fair, It's a pretty good car, If you wanna go lower, I guess maybe 14 or 14.5, No lower then that. That's a steal imo.

I agree that is a good price. If you plan on keeping the car rebuilt is ok. If you plan on selling it, it will be harder to get rid of. I know where i used to work private dealership we got wrecked cars and sold them as prior salvage not salvage after an inspector signed off on the repairs.

as far as I am aware, the car was never considered a total loss, so it just has a rebuilt title. I was told that after a certain number of years, it could be titled as clear again? Is this true? I am having a hard time finding this out, I can't seem to find it on the DMV website or anywhere else. I plan on keeping the car, I already have a DD, so this would be my secondary car.

I'm in IL also and looked at lots of cars around. That one i called about several times, but never went to see. If you can live with panels that don't line up and other hidden issues, then it's probably a good deal. If you're going to try and fix it up so that's its perfect, I think you may spend some money. That guy said he wasn't a dealer, but his relative who has the title is a dealer. He couldn't even tell me if the a/c worked.

Also, there was a fairly clean looking 05 around Gurnee I would check out. It was 17500 and was listed on ebay once.

If you plan on keepin the car go ahead and get it but if you just plan on having it for a couple of years and then sell it then i wudnt get it cuz it will be to hard to sell with a rebuilt title
