Ballast for headlights, do I need it?

Ballast for headlights, do I need it?
I recently got into a wreck with my 04 evo w/ssl package. It had some jdm evo 8 headlights in it.
I had to replace my passanger side headlight, which is on the way, but I was told that I needed a ballast for it? I looked at my other headlight and all it has is 3 wires going into the headlight, and I dont see where a ballast would be.
Where do I look, or do I even need this ballast that I just got in the mail too? Thanks,
