ACD problem

ACD problem
I just picked up my 2005 evo ssl yesterday. Car has just under 100k on it and i am still smiling. 
I have done a lot of reading on this problem and know there are many things that can cause it...but i noticed my problem is slightly different.
Problem:
All three lights are on (tarmac, gravel, and snow). there is NO abs light on. Although there is no abs light on the abs still doesn't work. I had the car scanned and it came up as all 4 wheel speed sensors, and a vehicle speed sensor. I checked to make sure the previous owner didn't unplug the speed sensors or anything like that.
what are some things I can check?
when i start the car i can choose which acd mode i want it in. Then i can drive it for a half mile or so before all three lights come on.

-99 grand prix gtp (high 12's)
-98 camaro z28 (low 11's)
-00 civic ex stock
-after one day with this car and 200 miles I can already say this is my favorite
