How can I make my Lancer Pimp?!?

To understand why I am asking this requires a little background of myself. I am 16 and have never really been into cars. I knew a few things like more hp is better but thats about it. This was my situation untill my dad offered to buy me a car and I fell in love with the Lightning Yellow 2002 Lancer OZ Rally in the lot of my local Mitsu dealer. I know more about cars than i did 7 months ago but just enough to get by. So what I want to know is what all of you would do to make your Lancers the fastest and most Pimp cars on the road. You know what I mean, a real head turner. Just in case you didnt catch that before I am asking WHAT WOULD YOU DO TO YOUR LANCER TO MAKE IT THE FASTEST CAR ON THE BLOCK?!? Money is not an issue with me so go as expensive or as cheap as you want, I just ask for POWER!

EDIT: Aside from EXTENSIVE and complete overhauls and rebuilds the Lancer won't be the fastest car on the block anytime soon. In fact it won't even be the fastest 4cyl on the block most likely. It's proving to be a good platform for tuning. It takes pretty well to (so far only low amounts of) boost and basic bolt-ons add noticably to its acceleration (but not so much its numbers).
The best way to learn has always been part reading, but mostly hands on in my experience. If you know how to turn a wrench then you can do basic mods like Intake and exhaust, but you won't see large power gains from them. My advice would be to start small. Car makers are have a predetermined purpose when they start selling a model. The USDM Lancer is a grocery getter as much, if not moreso, than the Civic. The biggest difference being our comparative lack of aftermarket performance parts. Yes, grocery getters can be made fast, but don't expect it to come easily or cheaply.
If you really know nothing about cars I'd say to read up and learn. I'll give my obligatory How Stuff Works link and say "happy reading".

I should have chosen my words more carefully. I have understood from day one that I wasnt getting the best or fastest car. I jsut want to make it faster. As of now I want to find a way to get it up to 200hp and after that Ill see. My main concern is looks right now. So based in that is there any other advice you can give me?

The easiest route to 200hp at the flywheel is turbocharging. I'm not saying you shouldn't, but I'm not saying you should.
It's a sorta big step. I'll stand by my advice of doing bolt ons for the time being though. Know your car before you mess with it. It's infinitely better to know what's going on with your car than to pay someone else to know.
Intake and exhaust are bolt-ons a trained ape with a wrench set could do, they'll add a bit of power (seriously just a bit, but you'll feel it in your driving), and they'll give you an idea of what you're in for.
I think some of the best advice I can think of would be to know your car, map out goals for it, make sure they work in theory, ask people about them to see if they think they'll work, and then do the actual mods.

They currently only do installs on turbo setups but soon enough they will me making mass production kits. The install is only practical if you can get to Sante Fe Springs, CA.

I'll say one recommendation since you're young, looking for cheap mods for high hp, and some show..... Best thing for show is to purchase some nice set of rims (work hard during the summer).
Then in the winter work some more and get NOS, 50 shot would be safe ...for now

sigh.....must be nice to be born with a silver spoon in your ***
if it's TRULY not an issue take your damned new car to a shop and tell them to make it the fastest thing and leave it there for a while and buy yourself another NEW car or even a beater till they're done
but more then likely it is an issue and you're just talking out of your ***, so slap on an intake, headers and exhaust and if you're not totally satified wiht your "high performance" OZ rims get some new ones.......god forbid.....some 20's or something disgusting like that
and then just pretend that you and your cannon exhaust are the fastest thing on the road and everytime you lost you weren't trying.....a la civic drivers
