First time buyer, need help. Is this a good buy?

I found a 05 Evo for sale near me. Here's the description:
-Rebuilt title. Car went in the ditch, A arm replaced.
-~52k miles
-HKS gt2835r Turbo with 680 injectors
-HKS BOV, intercooler
-50mm HKS wastegate
-HKS tubular manifold , downpipe and exhaust
-HKS coilovers with caster camber plates
-twin disk clutch Shep transmission and transfer case
-conservative tune on 93 oct (500~hp)
-regular 8 interior.
All for 16k.
I'm new to this, let me know what you think.
I do plan on going there and take a look at it and test drive it before making my decision. Just want to know your opinion.

I plan on DD the car (80 to 100 miles a week at least). Can this car (with the mods above) still be reliable? or will it require a lot of maintenance?

Body is in good shape, just like a DD should looks like, no dent, a few rock chips. I talked him down to 15, that's the lowest he can do.

I want 05, it's impossible to find one with 50k miles (Clean title) with that price. I've been looking for a month.

yes, the reason it has that price is because it's salvage title. resale value is lower than 15k for that car. i can guarantee that more than the a-arm was replace if it went in a ditch. if the a-arm were replace then more than that would have had to have been replace anyways, it's near impossible to kill an a-arm without hurting a bunch of other stuff.

Thanks for all the replies guys. Just one last question, I plan on DD the car (~80 miles a week at least). Can this car (with the mods above) still be reliable? or will it require a lot of maintenance?

reliability has to do with more than just what mods a car has. It all depends if the mods were done correctly or if the car was beaten on. Both are hard to say from the information given. Do you trust the person you are buying this car from? If not, then walk away.
