Front lower tie bar issues

Front lower tie bar issues
I just bought a front lower tie bar and it just came in today. Ive been trying to figure out how the hell does this thing go on? My piping seems to be in the way ans besides that it seems to long? Any suggestions or something to help me get this thing on today.
