$2100 doesn't sound like a scratch. Sound like a few things got mangled in the process.
If it was just the bumper cover, it would've maybe hit $700 for the cover, paint, labor, etc, if that. Sounds like the support bar underneath, possible the mounts for said bar, and some other bits.

If you see someone about to rear end you in your rear view mirror, you can let off the brakes slightly to reduce the damage to your car. Of course only do this if there's nothing dangerous in front of you.

i think it was horrible the car had 900 miles on it...it was immaculate. the driver was about 50 male from michigan(happened in maine)....once the idiot hit me he took off....i had to catch him. I went up one side of him and down the other, when the police got there they made me go sit in my car because they thought i was going to hit him. the dealer cant even get the bumper yetso till i get a new one i have to drive around with a cracked one. The hit did bend the bumper mounts so that has to be fixed aswell.

Not did he hit your MR from the rear, the moron tried to outrun you. That's just intolerable. You should've castrated him and hung his ***** at the back of your trunk to show whoever wants to hit your MR again.
