There is no reason why you cant run 16.0 afr for highway driving. I dont know what that would equal mpg ... i would say somewhere in the 30's .. This is all on the ems ..

You can use the low thottle setting on the SAFC2. You just wont affect much until the car goes into open loop,. which is very early on with a stock turboed Evo. My car goes into open loop at about 1 psi of boost pressure in 5th gear. If you have a wideband and a pocketlogger or some sort of Engine parameter reader, you can see it happening.
You cant get the car to cruise at leaner than stoichometric with the O2 feedback circuit still intact without getting a CEL. The ECU will monitor the narrowband O2 voltage and adjust fuel trims to bring it back to 14.7, if it has enough fuel trim left. If it can't get it back to 14.7 it will throw the CEL.
The one guy who claims you can affects things at idle is correct.
Widebandphillip: Go do this for me. Go out with your wideband hooked up, let the car warm up at idle. Go into your AFC2 and pull out %50 fuel at 1000 RPM. The ECU will try to adjust its fuel trims to bring the air fuel back to stoich 14.7, but wont be able to do it. The fuel trims if you can see them on a logger will go +25% or as high as they can go and then you will get a check engine light, telling you "TOO LEAN, Bank 1". The car will be idling like crap too.
I have found with some flashes for larger injectors the low boost open loop fuel maps are really rich. You can get rid of this by pulling some fuel on the low throttle maps.
The AFC2 interpolates between low throttle corrections and high throttle corrections to smooth out the fuel curve. It also interpolates between RPM points as well. It is like a 3 dimensional interpolation.
The AEM will let you run without O2 feedback, so you can run it as lean as you like and it wont care.

Pull out 50% at idle with the afc, and watch the AFR go back to 14.7 very quickly,,
